Call for Application
1. Fulbright Junior Staff Development Program
The U.S. Embassy in Kigali is pleased to announce the annual competition for the Fulbright Junior Staff Development (JSD) program. The JSD is the largest Fulbright program, designed primarily to strengthen African universities through higher degree training (master’s degree; master’s degree with enhancement or one-year non-degree research for graduate students). Although core exchanges are with universities, candidates who are affiliated with other educational, cultural, or professional institutions may apply.

Eligibility requirements:
Applicants should be affiliated with an academic or educational institution in
Rwanda and committed to work in the home institution upon completion of the designated program;
Applicants should have the endorsement of their home institution;
Applicants should be candidates for an advanced degree in their current field, with at least the equivalent of four years of university study or the equivalent of a U.S. bachelor’s degree;
Applicants should have sufficient English proficiency to enable them to realistically accomplish full-time graduate study in the United States;
Applicants should have outstanding academic records, references and preparation in their chosen fields;
Applicants should have high motivation and serious commitment to completing the program and returning home;
Applicants must be citizens or nationals of Rwanda;
Applicants should have satisfactory test results:
-TOEFL (550 minimum)
-GRE (1000 minimum)
-GMAT (550 minimum)
Qualified women are encouraged to apply;
Preference will be given to applicants who have not previously studied in the U.S.;
Qualified candidates should complete applicant forms for the first stage of selection. Short listed candidates will be interviewed.

After national selection, independent committees review final nominations in the United States. These review committees make recommendations to the J. William Fulbright Foreign Scholarship Board. The Institution of International Education (IIE) will seek university placement of successful candidates. Awards and university placement are announced in spring for programs beginning in autumn. Pre-academic programs focusing on information technology for research purposes may begin early summer
Grant Provision
The Fulbright Junior Staff development program provides
Round trip economy international travel and excess-baggage allowance
An allowance for settling in;
A pre-academic orientation program;
A monthly maintenance allowance and funding for books and professional activities;
Tuition and university fees;
Limited accident and sickness insurance but does not include pre-existing conditions and pregnancy;
Program required field trips;
Academic training.
The Fulbright Junior Staff Development Program, for a maximum of 2 years, will fund all candidates selected for the degree study. All awards are contingent upon approval by the J. William Fulbright Foreign Scholarship Board, availability of funds and successful academic placement. This program does NOT provide financial support for dependents.
Intensive English Language Training for a maximum of nine months in the United States prior to embarking on the post graduate course may be available for qualified applicants.
This training is NOT offered to non-degree, MBA, TEFL (Teaching English as a Foreign Language) or PhD applicants.
2. Fulbright Conflict Resolution Program
This program was inaugurated in 2002 to enhance non-government efforts to resolve political, social and sectarian conflicts. It is offered in the Great Lakes Region, Kenya and Tanzania and brings Africans to the United States to study and work on issues that affect their region.
Awards will be granted for a master’s degree program in Conflict Resolution/Peace and Justice studies. Grantees will be placed in an appropriate one- or two-year program.

Eligibility requirements:
Applicants must be citizens or nationals of Rwanda;
Applicants should be affiliated with, or have 3-5 years experience with an NGO or government institution focusing on conflict and peace issues;
Applicants should have prior academic study equivalent to a four-year U.S. bachelor’s degree. Prior field of study is important but relevant work experience is required;
Applicants should have a level of English proficiency high enough to enable them to accomplish full-time graduate level study in the United States;
Applicants should have outstanding academic records, references and preparation in their chosen fields;
Applicants must be willing to engage in academic and enrichment activities that further their understanding of, and practice in, conflict management;
Applicants should have high motivation and a serious commitment to completing the program within a specific timeframe and returning home immediately after the approved program;
Qualified candidates should complete application forms for the first stage of selection. Application forms are available from the Public Affairs Section of the U.S. Embassy. Short-listed candidates will be interviewed
A GRE combined of at least 1000 on the combined verbal and quantitative sections is required;
A minimum of TOEFL score of 550 is required, although a score of at least 580 is preferable.
